Fall Supplemental Rules

Adopted on September 18, 2009


GENERAL RULES


1. The official rules of playing shall be found in the current Little League Baseball and Softball Official

Regulations and Playing Rules books. These rules are complemented by the following Ground Rules

established by the Local League in accordance with Rule 3.13.

2. All divisions play by Little League rules with the addition of these local rules.

3. All teams that play Inter‐League games shall be governed by the Inter‐League Supplemental Rules

adopted at the Florida District 3 Inter‐League Meeting prior to playing any games.


VOLUNTEERS:

4. All local little league volunteers must complete a VOLUNTEER APPLICATION and complete/pass a

background screening process. Contact with players, and field access will only be allowed after picture ID

badge has been granted by the Board of Directors.

5.All approved managers and coaches must have their SOLL authorized picture badges on their possession

AT ALL TIMES while inside the confines of the playing field (including dugouts). This rule applies to all

practices and games. Failure to produce the badge at the request of a league official shall result in the

coach / manager being asked to leave the playing field.


DEFINITIONS:

6. Weekdays are defined as Sunday through Thursday.

7. Weekends are defined as Friday and Saturday.

8. An inning STARTS the moment that the third (3) out is made, completing the preceding inning (Regulation

X (a)).


PARK CURFEW:

9. South Orange Youth Sports Complex closes at 10 pm. Due to park regulations all games must end by 9:45 pm.

This applies to all divisions.


GAME TIME LIMIT:

10. Game must end after the time limit is reached.

11. All time limits shall be calculated from the SCHEDULED GAME START TIME and NOT from actual game

start time.

12. All games in all divisions shall apply the time limit for that division; including the last game of the day. The

park curfew supersedes all game time limits.

13. If a game ends by reaching the time limit before the inning is completed, the score shall revert to the last

full completed inning.

14. If a game ends by reaching the time limit before it has become a regulation game; it will NOT be resumed.

15. Tied scores are allowed.

16. GAME TIME LIMITS FOR ALL BASEBALL AND SOFTBALL DIVISIONS: 2 hours 30 minutes.


GAMES:

17. All games are scheduled and approved by the Board of Directors. All schedule changes must be

authorized by the Division Director.

18. There will be no “forfeits”; player(s) may be “borrowed” to complete nine (9).

19. Umpires will have the opportunity to sign up for games by contacting the Division Directors. Managers

shall check the on line schedule regularly to see if umpires have signed up for their games. If umpires are

not signed up, both teams are responsible for providing at least one (1)umpire each.


BATS:

20. Baseball players shall use a baseball bat, softball players a softball bat, made out of wood or other

material as long as they meet the Little League specifications and standards as noted in Rule 1.10.


GAME PRELIMINARIES:

21. Home team shall occupy the first base dugout.

22. Both teams are responsible for field preparation prior to the game. Home team shall line the field.

23. Each team shall provide the umpire one (1) game ball per game, total of two (2).

24. NOTE: Only division‐appropriate game balls listed on the Little League approved list shall be used.

25. Each team shall provide the umpire, scorekeeper, and opposing manager their batting order.

26. Each team is responsible to clean their dugout area, and parents are responsible for the bleachers after

each game.

PLAYING RULES:

27. Pitching requirements per Regulation VI apply for baseball and softball, EXCEPT Tee Ball.

28. The SOLL Board of Directors has adopted OPTION 2 regarding baseball pitchers rest requirements in

accordance with Regulation VI (d).

29. Each manager shall keep his/her own pitching affidavit, EXCEPT Coach Pitch and Tee Ball.

30. Rule 4.10 (e), “10‐run rule” will be in effect in all divisions, EXCEPT Coach Pitch Tee Ball.

31. A five (5) runs per inning rule will be in effect for all innings except the last, for all divisions, EXCEPT Coach

Pitch and Tee Ball. EXCEPTION: All runs will count if they score as a result of an over‐the‐fence homerun;

even if they exceed five. The last inning is uncapped (teams may score as many runs as they can) while

remaining under the time limit.

a. For Major and below (baseball and softball) – the last inning is the sixth (6th) inning.

b. For Junior and above (baseball and softball) – the last inning is the seventh (7th) inning.

32. Rule 4.04 shall apply in all divisions. The batting order will include every rostered player present, while

observing the three (3) outs to end an inning, EXCEPT for Tee Ball and Minor Softball. NOTE: Rule 4.04

allows for free defensive substitution, provided each player meets the requirements for mandatory play.

Rule 7.14 Special Pinch Runner does not apply.

33. Only league approved volunteers are allowed in the dugout or on playing field. Parents must remain in

the stands.

34. Only one manager and two coaches are allowed in the dugout or on the playing field during a game, per

Rule 3.17, EXCEPT Tee Ball. One adult must remain in the dugout at all times.

35. Two (2) adult base coaches are allowed per Regulation XIV (c).

36. Managers and coaches shall not warm up pitchers per Regulation XIV (f).

RECORDS:

37. Official SOLL score book shall be kept by the home team and pitch counts by the visiting team for each

game, EXCEPT for Coach Pitch and Tee Ball. The scorekeeper shall record the acting managers,

scorekeeper, and umpires names in the official score book.

38. Fall Ball is a Training and Development Program and games are played for instructional purposes.



KID PITCH/COACH PITCH BASEBALL

1. The following rules apply to Kid Pitch/Coach Pitch Baseball in addition to the General Rules.

2. A team shall play nine (9) players on defense.

3. Pitching –

1. Players pitch innings 1, 3 & 5

2. Coaches pitch innings 2, 4 & 6

4. Batting ‐ Teams shall bat through the entire roster, while observing 3 outs to end an inning.

5. When the coach pitches, the batter is out after six (6) pitches or three (3) swinging strikes (no walks on

coach pitches). If the last pitch is hit foul, the batter will be given an additional last pitch. When the

coach pitches, bunts shall be played as foul balls.

6. A player pitching two (2) innings in a game shall have a mandatory day of rest before pitching in another

game. A player shall not pitch more than four (4) innings in a seven day period from the first day pitched.

All pitching rules in the Little League Rule Book must also be observed.

7. Pitchers and coaches will pitch from 40 feet.

8. In the event of an overthrow into foul territory, the ball is dead and the runner(s) shall advance only one

(1) base.

9. In the event of an overthrow into fair territory, the ball is in play and the runner(s) may advance more

than one (1) base at risk of being put out.

10. The ball shall be dead when, in the judgment of the Umpire, a player (not necessarily the Pitcher) has

control of the ball inside of the circle or within the dirt area of the pitcher’s mound.

11. Base stealing is not allowed.

12. Coaches are NOT allowed on the playing field (with the exception of the offensive coach pitching to

his/her team or coaches acting as umpires).


TEE BALL BASEBALL

1. The following rules apply to Tee Ball Baseball in addition to the General Rules.

2. No more than 4 coaches can be within the confines of the playing field or dugout during the game

3. Three (3) coaches are allowed on the field while their team is at bat:

a. Two coaches in the coaches box: One first base coach and one third base coach

b. Manager may be at home plate to instruct the batter.

4. Two (2) coaches are allowed on field during defense.

a. One (1) positioned in the infield grass

b. One (1) positioned in the outfield grass.

5. NOTE: Adult coaches shall not touch players or the ball during a play, and should make every effort to

avoid becoming physically involved in the play.

6.Teams shall field all players each inning. Players shall be stationed as the catcher, pitcher, first baseman,

second baseman, third baseman, shortstop (all positioned on the infield grass near the base paths),

second base “rover”, shortstop “rover”, left field, left center field, right center field, right field. Rovers are

to be positioned in the clay, midway between bases. Outfielders may be positioned no closer to home

plate than the edge of the outfield grass.

7. Infielders shall not move in front of the pitcher until after the ball has been batted.

8. There will be a standing batting order. Team continues to bat (even after the 3rd out) until all players in

thelineup have batted once.

9. Outs are still treated as outs. Batter / runners that are out should be removed from the base paths.

10. Absolutely no batters may warm up on the field or near the dugout. Batters must wait in the dugout and

then hustle to the plate to bat.

11. Rotate the lineup each inning, for example for a 10‐player lineup:

a. Inning 1 1, 2, 3, 4, 5, 6, 7, 8, 9, 10

b. Inning 2 4, 5, 6, 7, 8, 9, 10, 1, 2, 3

c. Inning 3 7, 8, 9, 10, 1, 2, 3, 4, 5, 6

12. No bases will be awarded to the runner on an overthrow to 1st or 3rd base.

13. All batters must hit from the tee.

14. Any ball that does not reach the grass is considered a foul ball.

15. There are no strikeouts or walks.

16. Free substitutions during the game.

17. Umpiring is the responsibility of the managers.

18. There are no forfeits, share players to play the game.

19. Last batters do not automatically hit home runs. Stop the runners at the appropriate base.


JUNIOR/SENIOR AND MAJOR SOFTBALL

1. The following rules apply to Junior/Senior and Major Softball in addition to the General Rules.

2. Pitchers shall pitch from the 40‐ft. softball pitcher’s plate.

3. A 12‐inch Little League Approved softball shall be used for all Junior/Senior and Major Softball games.


MINOR SOFTBALL

1. The following rules apply to Minor Softball in addition to the General Rules.

2. Pitchers shall pitch from the 35‐ft. softball pitcher’s plate.

3. An 11‐inch Little League Approved softball shall be used for all Minor Softball games.

4. Standard softball defensive positions will be maintained – there are 9 players on the field at a time.

5. A coach from the team batting should serve as umpire.

6. Girls will pitch to the batter. Girls will pitch a maximum of five (5) pitches to each batter. If the pitcher

strikes out the batter, the batter is out. If the pitcher walks the batter or the batter has one or two strikes

after five pitches, the batter will get up to THREE pitches from the coach:

a. 0 Strikes – 3 Pitches from the coach

b. 1 Strike – 2 Pitches from the coach

c. 2 Strikes – 1 Pitch from the coach

There are NO WALKS in Minor Softball games. If the batter is hit by a pitch, the batter can choose to

remain at the plate to hit, or take first base. Foul balls on the last pitch from a coach entitle the batter to

another pitch. Once a batter has struck out – either by the girl pitching or the coach – that batter is out.

7. Each team will have a standing batting order with ALL players in the batting lineup. Managers should

rotate the batting order each game.

8. An inning is over when three (3) outs are recorded, or the team batting hits through their entire lineup.

9. Only one base is allowed for overthrows to first base. For overthrows to other bases, the base runner

advances at their own risk.

10. Base runners can steal, but only one base per pitch and only when a PLAYER is pitching (not a coach).

11. Bunting is allowed in Minor Softball games.
